Intelligent Hub just spinning on newly enrolled iOS devices

We just upgraded to version 2008 and when you launch Hub you get the "Allow notifications" prompt, then you see the blue splash screen emblem, then it just spins. It never times out or says it cannot connect or anything. This is only on a device that gets provisioned\re-provisioned. Existing devices connect just fine.

I have been trying to get Intelligent Hub to work for days.  I downloaded from the Apple Store, opened the app, and then it just sits in "loading..." for hours.  I have deleted the app, wiped my phone, and checked for the MDM setting I have read about.  No change.  The only thing I can think of is this app and Workspace One were used at my last employer.  Is it possible there is something cached somewhere?  I have a new device and logged out of my old corporate device.

This is the only way I can see into my new employer's network on my phone, and I cannot get past the "loading" screen.
