Impossibility to enroll a device

Good morning,

For a study I try VMWare Workspace One to check the MDM solution. But after configure a user and try the enrollment, I have an error like that :

"Enrollment Blocked

You are not allowed to enroll your device.

Please contact your administrator if you feel you have received this message in error."

But I'm the administrator and I don't see anything on the console.

Somebody have already experiment this bug/error ?

To add some information, my device is a Zebra TC51 on Android 6.

Maybe try using with stage now barcode,
