I am looking at the following part of the manual and it is not helpful

Creating a Client for Remote App Access

You can create a client to enable a single application to register with Horizon Workspace to allow user access to a specific application.

To use the Administrator Web interface to create a client for single application registration, select Settings > Remote App Access > Clients.

I would like to publish just an app from horizon so this would be useful but there is not much info here, am I looking in the wrong place?

Yes, you seem to be on the wrong chapter. Can you please what you are trying to do? What kind of app are you trying to publish?
