You can configure a second restriction profile that sets "Allow Cellular Data" to disabled. You can then use something like Geo Location in the Assignment setting for that profile to kick in when the your device is within that area that has WiFi. There is no way to tell if WiFi is connected or not. But you can set your WiFi profile to auto join. Not the best option but could be the closest thing 🙂
