Default Location Services to Off?

I am looking for a way to default Location Services to off on my iOS devices. Despite the information found here:

and setting 'Enable Location Services' to 'Disable' here: Settings>Apps>Security Policies>Data Loss Prevention The setting on my devices in set to 'On' and greyed out. Additionally, set up for Hub still asks if the user wants to allow Location Services. I need help setting this so it defaults to 'No' and doesn't ask.

As it says in that article:  ' Location Services for the iOS device can be enabled under Settings > Privacy > Location Services. This cannot be done from the console, even for a managed device, and it is part of the new Apple policy to protect end user settings and ability from MDM vendor control.'  This means a console profile cannot set Location Services On or Off on the device for the user.

So, is there a way to set Hub to default to not use and not ask?

And, as a followup: The control is literally set to 'On' on the phones and greyed out. To my knowledge that should not be greyed out, it should be available for the user to turn on or off. It's not. I've seen several articles that say it might be a Screen Time restriction. That's not the case on these devices. So there's got to be a setting somewhere that does not allow that setting to be changed.

Found my answer.

Location Services being set to 'On' and greyed out is a side-effect to having ' Allow modifications to Find Friends'  set to 'Off' under Restrictions. Once I turned that on, users were able to make changes to Location Services at will.

Also, under Settings > Apple > Apple iOS > Agent Settings you CAN set 'Collect Location Data' to Off. That will default Hub to not even ask the user whether to collect location data. It doesn't completely disable the ability, just leaves it off by default.
