Can't enable device wipe

Hello,
I'm not able to enable the device wipe option under Settings->System->Security->Restricted Actions, it's greyed out even when I change it to ' overwrite' . I'm at the top level. I'm trying to bulk device wipe so we don't have to go into each ipad/android device to device wipe.

Any suggestions?
