We have Ens v2 setup and match all of the settings in the admin guide but when someone tries to add someone they have full access to you just get told "unable to sync".
Hey Cody I saw something similar back when this feature was in beta and the fix was to go into Outlook on a desktop computer and make sure you specifically assign delgation access to that calendar for the requested user. I could be wrong but its my understanding at this point that if the user is not specifically listed as a delegate it won't work even if the calendar is open to the public in general.
