user permission for installing runtime components in RDSH

My web applications have to install runtime components in RDSH environment during execution in IE11. The permission for general user accounts cannot install required components. How can i solve this problem?

my vmware version is ESXi 7.0.2.

This sounds like a Windows-specific issue, and not related to you running a VM on ESXi.

I've reported your thread, asking moderators to move it to what I think is the best VMTN location, however if I'm right in my assessment a Microsoft user forum would be a better place to ask.
