Port exhaustion problem with VMware Tools 10.3.2

We are seeing tcp port exhaustion on a Windows Server 2019 guest with VMware Tools 10.3.2, using VMXNET3 and an ESXi 6.7 host.

Connections are stuck in TIME_WAIT status and do not get deleted after 2 minutes as normal. The problem occurs only sporadically, and requires a reboot to fix it. 

I have read about similar problems in previous versions of VMware Tools, but has anyone seen this with 10.3.2 or later?
