Need Help with Shared Folders setup

I used Workstation Pro on Windows 7 to create a new VM.  I need to share files on Windows.  Following the instructions for enabling Shared Folders, I found the setting is completely disabled.  Looking back over the document page, I read I must VM tools installed.

Finally got to the point of downloading VM Tools.  Not sure what to grab, so I downloaded "VMware Tools for Windows, 64-bit in-guest installer" thinking a .exe is something I run on Windows.

I didn't get very far.  The installer said it must be installed inside a Virtual Machine.  I guess a VM running Windows.

I am not sure which download I should install.  If they all them require running inside a VM, how do I get it into the VM without Shared Folders?

Thanks.

The VMware Tools is an application that will need to be installed on the Guest Machine or the virtual machine that you have created.POst that you can go to VM setting options and select shared folders
