Local administrator account is disabled after deploying a 64-bit Windows 10 virtual machine

I've run into a bug of sorts after creating a VM template from Windows 10 22H2 and then deploying it to a VM.  Related Issue: https://kb.vmware.com/s/article/2034622 .  The newly copied VM boots up to a locked administrator account.  I followed the recommended resolution from the article in the link. However all safe mode command lines executed to re-enable the administrator account, or even create a new user account and assign it to the administrator group revert and are wiped after the machine is rebooted. 

The only way I could resolve this issue was enabling safe mode GUI and modifying user account settings in computer management. Those settings finally stuck after reboot. Currently I'm going to have to do this every time I create a new VM from this Windows 10 template. Is anyone else having this issue?
