Login to ESX and use the command " vmware-cmd vm.vmx getstate" to know the status of the VM and once you receive the status , you can take the further decision on how to move ahead on them .

This was the Command which i was looking for which gave me the confirmation that the VM was not responding and hence with this status , i got the permission to restart the VM and everything is fine
