I'm looking for something that will provide an inside view of what our VM's are doing and what resources they are using. I know vCenter performance overview is supposed to do this but our "Charts could not be loaded" and VMware's solution of powering off and removing all VM's is not an option.
Is anyone using either Splunk or Cacti? Can these utilities report multiple stats on multiple VM's or are you stuck with one report per stat per VM?
Also, is there something else I should be looking at?

Depends if you're using commerical or free opensource? I've use Cacti and it provides general details what I'm looking for but if you have options look into they also have virtual firewall appliance and other vendors too. This should give you general idea how Cacti view

I'm using Splunk as Syslog Server. There is a "application"(plugin) for
vmware management. http://www.splunkbase.com/apps/All/Technologies/app:SplunkforVMwareESXManagement#
Splunk is very easy to Setup. The VMware application, too.

There is also a great product call Hyper9 and I'm sure you're familiar with them but its worth checking out. Check out trial version its great.

Yes, I am familiar with Hyper9. I installed the GA last week and was rather surprised at how easy the initial setup was. The only thing I don't like about the product is that it is limited to the amount of historical data that it retains with regards to performance stats. Other then that, it's a very good management tool.

There is.... Free Tools for Performance (most will not work with ESXi unfortunately): vmktree, unnoc, Nagios, Munin, ... I am sure there are others. If people respond with their tools I will add them to my Virtualization Toolbox site.
For Fee for Performance: eG, vFoglight, HPSIM PMP, vCenter, etc. THere are many many many tools for fee out there.
