why the warning while VMware tool installation?

I was following the material for Vmware Tools Installation on VMware website.It says to first Power on the VM , then VM->install Vmware tools. While doing this, I got onw warning :-

" WARNING: You cannot install the VMware Tools package until the guest operating system is running. If your guest operating system is not running, choose Cancel and install the VMware Tools package later ".

Why is this so??

Well the obvious reason would be for new people, who might be under the mistaken impression that VM tools will magically install by themselves, without any interaction. Depending on the OS, it might take some work to get the guest OS to a point where the tools can install.
