multiple procs on VMs

When I install 2 vCPUs to a VM, the Guest O/s only see's 1. Is that normal?

Also, if my host has Quad-Quad Core Procs, can I install 4 procs to a VM? I thought I could only assign a max of 2 but was told that is not the case. I can assign as many logical vCPUs as the host has.

The guest is a Windows server 2003 (32bit). It was originally configured with a single proc and we are adding additional virtual procs and noticed that the selection allows for 4. But, after adding 1 additional vCPU and rebooting, the Guest only shows 1....also, noticed just now that the performance on the VM is not very good.
