VMware tools fails to install in a Windows instance

Greetings,

I have a user trying to install VMware tools on his Windows 7 VM, however the installation fails every time on "Preparing VMware Tools for installation".  It hangs for 10 or so minutes, then quits.  We have tried different user accounts to verify he has the proper rights to install, we have checked in Programs and Features to see if there was a failed install present (there was not), and we have tried the below registry tip:

Has anyone run into this and know how to resolve?

Can you just make a quick check if the User Access Control is not blocking the program and waiting input from the user... Also, make sure that the CDrom is not having any iso's mounted. though vmware tools will unmount them and remount after tools installation, sometimes, due to UAC, the vmwaretools mounting of the iso might be blocked..
