Sizing up Memory Requirements for XP VM clients

As we get into the next stage of our rollout I have to size VMs appropriately for developpers and traders. On their physical machines these users have 80GB hard drives and anywhere between 2-4GB of memory. I have seen a lot of positngs back and forth regarding memory sizing, ballooning etc but not sure how to proceed with this. They have local apps that require a certain amount of minimum memory and need this to be there. Disk space we can find work arounds for.

My Hosts will be 16 dell M600 blades Quad core with 32 GB of memory, ESX 3.5 Now these are only about 30 of these users out of a population of about 500. Wondering what we can get a way with. Create a resource group with a memory reservation for those users? and then have a general resource group for all others? How can I approach this?
