DRS off on cluster

Hi, I'm new in VMware VSphere so I have some doubt about DRS.

I have a cluster with 2 hosts and DRS is off. so I wonder if my environment is sharing resources between every host in cluster . for exemplo, when occur outage memory from a host it's able get memory from other even with the DRS off in my cluster ??

the guest can only get resources from the guest in which it is running on.  With that said, if you have DRS enabled and the host in which the guest is running on cannot provide the adequate resources, that guest will be vMotioned to another host in the cluster.

Is there a reason why you don't want to enable DRS?

     I don't know. I've just become account for that VMware structure so I'm wonder why the DRS is off.

so....the DRS requests any license ?? when I active it may occur any problem ? there is any issue for left it off ?

DRS is there for a reason, enable it and let it do it's job.
