Can this be done or do I need Virtual Center? If it can be done then what are the specific steps to create and deploy the template?
Only VirtualCenter gives you the "deploy from template" feature.

You need VC to create a template you can use in the VI GUI. Having said that though you could create virtual machines and then ready them for duplication ( sysprep for windows ) manually . You could then use command line or gui file tools to duplicate the virtual machine and do the same basic thing.
Does that makes sense?
Create your Windows 2003 image. Run sysprep on that install. Putty into esx. go to /vmfs/volumes/storage1/
mkdir .vmdk /vmfs/volumes/storage1/<new vmguest folder name/newimagename.vmdk
