Dear Team,
Now I have vhDD2 size of 1Gb I.e. D drive now we are planning to increase the size by 2GB without any downtime.
What will be the best option do I increase size for same vHDD2 to 3GB at VM level and extend the same at OS level , PFA snaps or
add new vhDD3 and set the value as 2GB and extend at OS Level .
note: D drive is a dynamic disk
Which option will be the best need ur assistance on the same.

Any reason why you're using Dynamic Disks ? You can increase Basic disks online too and there is a lot of reasons to avoid use Dynamic Disks: http://vinfrastructure.it/2011/12/why-dynamic-disks-are-a-bad-choice/

shall I extend my existing vHDD2 at VM Level and extend the same at OS Level which will look like this
or add 3rd VHDD at VM level and extend vHDD3 at OS level. which will look like this.

Since you're using Dynamic Disk for both scenarios, you may need avoid add a 3rd disk because if you plan add many more if the future, you can reach the limit of virtual disks per virtual machine that is 4 x 15 = 60 virtual disks... and of course the management of this virtual disk will be more complicated.
Because of this, I recommend you extend your existing virtual disk.
