Alert - Virtual machine cpu usage

A VM running Windows 2000 reports about every day an alert about "Virtual machine cpu usage".

Based on my knowledge, adding a CPU to a Windows 2000 server is not easy as with latest Windows versions, is it correct?

The ESXi 5.0 host is not CPU ovrloaded, so I don't think that adding CPU reservation can change anything...

So, what is the best way to solve the problem with the minimum impact on the guwest VM?
