I am wondering if a person or team can submit more then one VM. This way increasing there chances? Also when can we start submitting them?

Read up on the challenge rules at:

In a nutshell, you can submit as many Appliances as you want, but can only win ONE prize per appliance.
You have to submit no later than May 26. This is the day after my birthday, so don't be late sending the card either.

As for when, it was stated in the rules and in the confirmation email:
"At the end of March, we will email you information describing how to enter your virtual appliance in the Challenge."
I got my email today.
