Allowed to include a tool for downloading non-free software?

Hello!

I know that I am only allowed to include royalty-free software in a virtual appliance entry, so I am not allowed to include for example free Microsoft software.

But am I allowed to write a small tool, which downloads such a software from an official site and only include this tool in my entry?

But can someone from VMware mail here to verify that I am really allowed to do this? (because I want to be absolutely sure)

It should be OK, as long as the tool itself has no components belonging to the software it's trying to install (especially if it's proprietary). It's not a good idea to host, for example a copy of Microsoft DirectX (customized, or not) on a personal site, for your tool to use, for obvious reasons.
