Error once install VCO on KVM(EVE-NG)

I'd like to deploy a test envinorment on KVM, system is Ubuntu 20.04.4 LTS (GNU/Linux 5.17.8-eve-ng-uksm-wg+ x86_64).
Alway got error cloud-init[741] during the startup of VCO which shows 'could not import DataSourceVCOVF.Does the Datasource exist and is it importable?'

I have ceated the user-data , meta-data and vco01-cidata.iso as your guide. (https://docs.vmware.com/en/VMware-SD-WAN/4.5/sd-wan-orchestrator-deployment-and-monitoring-guide/GUI...)

I have never deployed to KVM.

Do you have a VCO install binary?
