根据错误码描述

vCenter disabled Fault Tolerance on VM {vmName} because the Secondary VM could not be powered onTo diagnose why the Secondary virtual machine could not be powered on, see vSphere Troubleshooting.

建议尝试手动启动该虚拟机进行调试
