vm wont boot after restart

I powered down a red hat linux 6 vm machine and when I powered it back on it only goes to this screen and it does not give me an option to restart just power off and reset. Would this be a vm issue or a linux issue or just an os issue

Did you power off the VM to get it down or shutdown guest OS?

The vendor I was working with said he had shut it off and he hadn't so when I powered it down it shut it down hard and came up doing a disk scan, though it didn't show it doing a disk scan. Once it completed the disk scan it was fine. But one thing I find odd is that it does not give me an option to restart the vm only power off, suspend or reset what would cause that?

You could try rebooting it again from vSphere and be on console an hit ESC key to see what servoces failed during the boot order and remediate accordingly.
