To resolve this issue,
Put the host in Maintenance mode.
Enable SSH client.
Copy the file to /var/db/esximg from a working host with same build.
Disable the SSH Client.
Check the profile status by running "esxcli software profile get".
Run the VUM scan, stage and remediate the ESXi host.
Once Host is fully updates, restart the host
Remove the host from Maintenance Mode.
