Could be a defect. You're on the bleeding edge and this is one of the risks you take. Probably best to open an official support request with GSS.
Thanks for your reply, after preliminary analysis from my end , it is possible that this problem is not caused by the vcenter upgrade, but by the workload management upgrade.
Because it was confirmed that the vcsa upgrade time was on August 25
After that the cpu load increased about September 21, which is when workload management was upgraded.
Could please give me some advice about this issue ?
My advice is the same: open a support request with VMware.
