vSphere license?

My company is thinking about getting some vSphere licenses, but i dont understand it completely...

Our current invironment is running on Hyper-V with current servers:

6 Hypervisors with 2 x 12-core CPUs each

And a **bleep**load of VMs under them.

We want to create a cluster of 2 x 3 hypervisors for failover.

We dont need any cloud stuff, its pure metal its running on.

What licenses would that need?

What you need is one license for "vCenter Server Standard", and 12 licenses for the CPU sockets in the ESXi hosts. Note that as of vSphere 7 CPU licenses are limited to 32 cores each. This may not matter in your case, but something to keep in mind.
The edition for the CPU licensed - Standard, or Enterprise Plus - depends on the features you want/need.

Please note that VMware offers "Acceleration Kits", which are basically starter kits that contain a license for vCenter Server Standard plus 6 CPU licenses. With an Acceleration Kit + 6 additional CPU licenses you will get what you need, but at a reduced price.
