Is it possible to download content from vSphere subscribed content library in totally isolated environment over URL/Internet with predefined access?

Are you talking about proxying access to the subscribing library or something else?

yes exactly proxying access to subscribed library. It would be easier to build new Datacenter and different NW subnet. Download ovf,templates from Internet with predefined access.

Thank you for your answer. Still I have a doubt. In vSphere 6.5 web client can we configure the content library URL for e.g. https://examples.content.com? or how it can be done.

Why I am asking we need to open that particular URL via internet using proxy settings

You put in the URL of the library to which you wish to subscribe.
