We have a system that is delivered 1 year ago, I believe its delivered with a UFM module but unsure if the vShpere is installed. So 2 questions.
1. If the system is preinstalled with UFM module vSphere 6.0 can we just download 6.5 from the vendor and run the upgrade from DVD
or
2. If the system is not preinstalled, and the UFM module is empty, can we download 6.5 install this with the license we have for 6.0 ?
And if you have some good links to upgrade 6.0 -> 6.5 it would be nice.

yes you can, but before check if hardware does support to vSphere 6.5

yes , vSphere 6.5 product does not need new license keys. The existing 6.0 licenses will work and enable all the features of the software once upgraded. The ESXi 6.5 features are automatically enabled after you upgrade from ESXi 6.0.
All vSphere 6.x and vCenter Server 6.x keys work with ESXi 6.5 and vCenter Server 6.5. Prior to upgrading your software from 6.0 to 6.5 please view Important information before upgrading to vSphere 6.5 (2147548)

from what I understand of UFM is an embedded install option for Fujitsu.
both the options you mentioned are viable and can be performed.

I can see from the order note that the following is ordered "VMware vSphere with Operations Management Enterprise Plus for 1 CPU"
I`m not sure about "Operations Management" is this like an appliance I add ? is it named VMware vRealize Operations Manager ?
If so I have found this vRealize Operations Manager - Appliance installation, OVA file version 6.5, release date 2017-03-02.
This is somekind I install after vcenter is configured right ?
