vROPs 7.0 - Cluster CPU contention is high

We have identified the cluster CPU contention is high and the workload shows always busy .

I have checked the ESXi hosts utilization , all the host CPU workload are below 50% .

Do you have any idea how to troubleshoot the cluster CPU contention further.

One thing to check before going further is have you disabled Power Management on the hosts or at least have them set to High Performance?
