vMware RDS is Slow Server 2022 /2019 / VMware ESXi, 7.0.X

Hi guys,

i have a questions regarding the cPU, its kinda confusing for me.

i am running a RDS server 2022 for 10 users with the below information :

the host : 

VMware ESXi, 7.0.3, 18825058

ProLiant DL360 Gen9

RDS Server

• Server 2022 RDS server 
  
• 32GB Memory
• 12 CPU 2 sockets .
• vMware Hardware version 
• ESXi 7.0 U2 and later (VM version 19)
  
• vMware tools Running, version:11360 (Current)
  

whenever a user opens Excel/ Words/ Google chrome the server stops responding a bit for 20 second before you can click.

when i check the task manager the server is using 16% of CPU and 20% of the memory.

what could be the cause?
