vCenter missing from vSphere Web Client

Since upgrading both vCenter environments to 6.5, when logging onto "vCenter 1" web client, only "vCenter 1" is displayed.  However, when logging onto "vCenter 2" web client, both vCenters are available.  Has anyone else also ran into this? 

I also have a case open with VMware support which they're still investigating.  Figured I reach out to the community as well to see if anyone has any ideas.

Try to restart the vCenter which is only displaying itself. This issue is common in upgrade scenarios, and the fix is usually just to reboot.

I have already tried rebooting both vCenters and both external PSCs. Didn't do the trick.
