vCenter - Permissions - DataStore

Greetings,

   As an administrator, I have trying to allocate the datastore to users. The ISOs are located on Content Library and DataStores.

During VM Creation wizard in '7 Customize Hardware', it doesn't allow me to read the *.iso files in the datastores or content library. However, the user has Administrator permissions in the Global Permissions for content Library and Administrator Permissions for the Datastores as well.

The vCenter version is 6.7

An update.

There was some object between Cluster and DataStore which was limiting permission. I solved it by hit-and-trial method. But not a best practice.
