two node Windows cluster in VMware vsphere

Dear All,

I have create a VMware cluster using 4 host and over this cluster i have create 30vms (Windows 2016). For each application 2VMs and create 15 Windows cluster (Two node each). all LUN form SAN stoarge, but if one  Node (Primary) is down my Windows cluster IP and cluster Service goes down. Please help.

Witness configured as RDM, i have added witness LUN in first node as RDM and Second Node from Existing HDD.

yes i have checked this table, and as this table shown cross box have to Physical Mode that i have done.  please see the attachment.

If the cluster role migrates between the cluster nodes, and the VM itself migrates between hosts, and the cluster role correctly executes, then the problem is probably not in vmware.
