When adding New or Change VM inside Vcenter appliance 6.0 has an erro connection refuses

hello Dear Group..

We are running Vcenter 6.0 appliance..and we did some repair and now when adding a new virtual Server, shuting down a Server when launching power on button and error shows: A general System error: Connection refused..

need some help..

What is it that you did, exactly?

Prior case I was No able to login to the Vcenter appliance so we did a Password change using the GRUB mode and we were able to to bring the System up..today I wanted to add some new virtual windows server 2016 ,,everything is configure as posted then when is time to power on ..I get the error posted..

same way we have done in the pass...
