Can anyone tell me if I disable SSH on my Vsphere web client, would that also disable the local login interface?

No, if you disable SSH service you do not disable the DCUI (Direct Console User Interface) console.
To restrict the access to DCUI console you could use the Lockdown Mode
Enable or Disable Normal Lockdown Mode from the Direct Console User Interface (vmware.com)
