Vmtools fails to install on Vmware 6.7

VMware 6.7 U2

I have 2 vcenters and 8 ESXI hosts

On one ESXI Host I am trying to upgrade the vmtools on a client VM windows 2012 R2 Server

When I select the upgrade option I get this error

The required VMware Tools ISO image does not exist or is inaccessible.
vix error code = 21001

I was able to update vmtools on another host on the vcenter.

Any ideas

Than you have to inspect the locker location on that Host if all the iso images are in place.  Keep notice that you can install ESXi versions without the Tool images and i have a lot of Hosts where that location get corrupted over time.

You think is I vmotion it to another host it would update it?

Update

I tried on another VM on that same host and it was successfully setup.

It is just this VM that it will not install on.

How to I manually install this?   Not thru the GUI

I think there is a way to download the vmtools install locally

Any thoughts?
