Virtual Machine - 8 vCPUs - 8 Socket \ 1 Core per Socket . There was a CPU limit setup for 3000 MHZ . Is the 3000 mhz split between each vCPU, so tecnically each CPU would only be able to reach 375 mhz ?

No, the 3000 is a total for the VM regardless of whether it would have 4 vCPUs, 6 vCPUs, or 8 vCPUs as in your case.
