VMware vCenter Server Foundation

I am new to licensing but I am looking at the VMware vCenter Server Foundation license which says it is good for 4 host. Is this the only license that I would need for the 4 VMs on a server platform (apart from the installed OS inside the VM) or is a vSphere Standard license required for the server?

You need a vSphere licence for each ESXi host running any VM, plus a vCenter Server licence for each instance of vCenter which you use to manage your ESXi hosts.

Pretty sure vCenter Server Foundarion only allows a vCenter to manage 3 hosts maximum.
