VM Power On Progress in vCenter

When a VM is powered on, there is a task showing in vCenter that will occasionally pause at around 66%, and then complete and the VM will start.

We have seen random VMs here and there occasionally pause at around 66% for up to 5 to 10 minutes.

Is there any blurb about this process and what happens? Or does anyone know what happens at various percentage stages? I.e. what is significant about 66% of the Power-on Task?

Can you check whether there is any question pending for the VM? Any devices connected at power on that can't be accessed?
