I can see the General section in the vSphere Client (HTML5) and in the old vSphere Web Client (Flash):

For VMware vSphere/6.7 , I can see General in flash and html client.

Not sure, which version are you using in your setup.

In order to see this menu, you need to be connected to vCenter Server, i.e. not directly to an ESXi host.

Can you confirm that you are connected to vCenter Server?
