Question :

Are there a maximum number of tags that can be applied to a VM or object?  Also, is there a maximum number of vSphere tags that can be created?

There has never been (to my knowledge, at least) a stated maximum for either number of tags per PSC inventory nor number assigned to an entity. If there are, it may take some internal digging on your part. There may be some tested maximums published somewhere.
