Removed Driver, Rebooted host and it fails to install the driver with error 'Cannot be live installed'

I have a smartpqi driver which is installed in the esxi host.

After performing "esxcli software vib remove -n smartpqi.vib", driver gets removed successfully, but after reboot I am not able to install the same driver as it throws error "The transaction is not supported: VIB MSCC_bootbank_smartpqi_1XX cannot be live installed."

Surprisingly, I have observed after another reboot (2nd) the driver gets installed properly, Which I don't expect as part of testing.

Any solution/triage for this ?

That behaviour might depend from several factors, ESXi version vs vib version, and also some vibs are for VUM only, etc... However my advice is to move this post to the ESXi forum where you'll get suggestions for sure.
