RE: vCenter GUI showing VM CPU usage at 100% but inside the VM CPU is different

I am seeing a constant 100% usage of CPU on the VM in vCenter GUI and on ESXi. But from the inside of the VM the CPU usage is showing at 2%.

The VM is Windows 2000 Server, it had a failed update of VMware Tools (it runs on version 10252) but the high CPU usage was there even before. It also had a snapshot but this was removed.

Version: VMware ESXi, 6.7.0

any thoughts would be appreciated.

I can't update VMware tools for the Windows 2000 Server VMs as the Tools version 10252/10.0.12 is the last supported version of this OS as outlined in this KB https://kb.vmware.com/s/article/81466.
I also would rather not make a change from a multi- to a uniprocessor as this is risky not supported by Microsoft. 


Is there any safe workaround I could use?
