Problem with CPU frequency

Dear Experts,

I have installed ESXi to virtualize a computer. One of the machines is an Ubuntu with Plex Server installed.

When the server transcodes the video, the virtual CPU uses 100%.

I assigned 2 vCPU and the usage is marked as Unlimited. I have reserved 2.4GHz but when I review the averages it does not exceed 1.2GHz.

The global CPU is at 30% but the virtual machine does not exceed 1.2GHz. I have tried with stress test and the same thing happens.

Any ideas?

Are you certain that the CPU load is not pushing this past 30% naturally? Depending on what Plex is using (if ffmpeg or something) in the background, it may not be multithreaded, or there may be NLE going on which is not making use of all the CPU resources.
