Postgres Services not starting in Photon OS (vSphere 6.5.0)

We're having an issue with starting Postgres Services in Photon OS (vSphere 6.5.0).

Can someone please point to a solution? Or a reason why this might be happening?

Our client made some changes to resources which caused for the vCenter to crash. 

We got this error: 503 Service Unavailable (Failed to connect to endpoint: [N7Vmacore4Http20NamedPipeServiceSpecE: ] _serverNamespace = / action = Allow _pipeName =/var/run/vmware/vpxd-webserver-pipe)

After restaring, we're unable to start the postgres services.
