I would suggest the following:
Log in to remote console and test management network.
Select configure management network and see, whether the proper network adapters, vLAN, and IPv4 configuration is selected.
A lot of times, after an upgrade, default gateway might change to 0.0.0.0.
Finally, check the firewall status: esxcli network firewall get. Disable the firewall and check to see if it change.
