I just tried exporting a VM as an OVF from one host and deploying this OVF on a new host.
I'm using a standalone vSphere 6.5 and it's not in vCenter.
However, during the deployment steps of the OVF on the new host, it simply asks which storage you want to use for the VM and whether thin or thick without an option to set the disk size.
So once deployed, it uses the maximum space available for the storage it selected.
For example, when selecting the storage option during the OVF deployment step and let's say you select the storage that has 1 TB of space, the deployed VM's hard disk's maximum size will show as 1 TB (although it's thin so it won't use this much in the beginning).
Is there a way to set the disk size during or after the OVF deployment?
Disk resize isn't possible when using with OVF.
The best tool is vmware converter.

One option I could think of is using VMware standalone converter where you can modify disk size.
Try using vmware converter.

So setting the disk size isn't possible when using the OVF unless vmware converter is used?
I also noticed that an option to export as an OVA isn't available either. Is this by design?

Yes it is by design. And I think to resize vmdk's it's safe to use converter.
